This page includes four letters exchanged between J.P. Donnelly, Indian Agent at Port Arthur, and the Government of Canada. In the first letter, dated May 28th 1889, J.P. Donnelly writes to the Superintendent General of Indian Affairs, E. Dewdney, and the Deputy Minister of the Interior. In this letter, Donnelly states that at Fort William there are thirty-seven children of White men who married Aboriginal women who he believes are not entitled to annuities under the Robinson-Superior Treaty, 1850. He requests that an inspector be sent to investigate the claims of those at Fort William and Red Rock. On the same day, Donnelly sent a letter to L. Vankoughnet, Deputy Superintendent General of Indian Affairs, explaining why he sent his previous letter. According to Donnelly, he requested an Inspector to ensure that he is "paying out money to those only having a right" ("Letter from Donnelly to Vankoughnet").

In response to Donnelly's letters, on June 7th, 1889 the Department of Indian Affairs wrote to him acknowledging his request and asking that he send a list of those names on the annuity pay lists along with all of their details. With that information, the Department would decide who would remain on the pay list. Donnelly responded that he would send along the names of the 'half-breeds' in question in the coming weeks.
