Summary of the data:

E.B. Borron, Stipendiary Magistrate, wrote to Oliver Mowat, Attorney General of Ontario, on October 11th 1892 confirming the opinions he shared in his 1891 Report. In his report, Borron argues that Métis families should no longer be included on the pay lists. Additionally, he argues that over half of the names on the pay lists are Métis and therefore not entitled to annuity payments. According to Alison Gale's Historical Report, in 1892 Borron made a number of inquiries into those families appearing on the Robinson Treaties pay lists. Included in this letter is Borron's synopsis of the number of Métis residing in the territories included under the Robinson-Superior Treaty, 1850, see below:

Note: According to Borron, 'non-treaty Indians' are American First Nations who came to Canada after the Treaty.

Therefore, Borron writes that, "of the 2075 Persons in receipt of Annuity money - ostensible in terms of the Robinson (Superior) Treaty - No less a number than 1108 are Half-breeds, and Non treaty Indians, who in my opinion have no legal or moral claim whatever to any Annuities under that treaty" (par. 19).
