Summary of the data:

E.B. Borron, Stipendiary Magistrate, wrote to Oliver Mowat, Attorney General of Ontario, on May 26th, 1891 arguing that 'half-breeds' with White fathers had no claim to annuities under the Robinson Treaties. According to Borron, it is obvious that William Benjamin Robinson assumed the Aboriginal population would decline "if not disappear altogether" (par. 2). To their apparent dismay the population in the Lake Superior region was increasing steadily. Also, the arbitration between the Ontario, Quebec and Canadian government was set to to investigate who was responsible for the payment of annuities under the Robinson Treaties. These two events resulted in the increased attention to the matter of paying the Métis under the Robinson Treaties.

In Borron's second letter to Mowat on December 31st 1891, he emphasizes the importance of determining who is entitled to annuities under the Robinson Treaties. Finally, he promises that a further report would be forthcoming.
